TIGA Survey: Loot Boxes and Regulation

In December 2018, the DCMS Committee launched an inquiry into the growth of ‘immersive and addictive technologies’. The Committee has today published its report.

The DCMS Select Committee is concerned about the potential links between gambling and loot boxes. The DCMS defines loot boxes as “items in video games that may be bought for real-world money, but which provide players with a randomised reward of uncertain value.”

The Committee has proposed that paid loot boxes (including loot boxes purchased with a digital currency that has previously been purchased with real world money) and which do not make the contents clear to players before purchasing, should be regulated under gambling legislation. Companies would be banned from selling these loot boxes to children (i.e. under 18 year-olds).
