ICO Online Tracking Strategy update – July 2025

TIGA is pleased to share in full the latest ICO Update regarding its Online Tracking Strategy.

Below is the update from the ICO in full:

The ICO’s ambition is for a fair and transparent online world where everybody has meaningful control over how they are tracked online. In January we published our online tracking strategy, which details our plans to achieve cookie compliance across all sectors. One of our key objectives is to bring the 1000 most popular UK websites into compliance.

More specifically, we are undertaking an assessment of each website to confirm whether:

  • Non essential advertising cookies are placed before the user has the opportunity to provide consent;
  • Users are able to reject non-essential advertising cookies as easily as they can accept them; and
  • Non-essential advertising cookies are placed even if the user did not consent to such cookies.

Ultimately, we want people to have clear choices and feel confident about how their information is used and make it easier for businesses to operate fairly and responsibly.

If you have received a letter, please co-operate with all requests for information within the deadlines provided. We have also published comprehensive storage and access technologies guidance to assist publishers and data controllers with online tracking and managing user consent.’

We have recently published a reference to this work as part of our online tracking strategy update.

We can now also confirm that there are 39 gaming-related websites on the top 1000 list, with a pass rate so far of around 48% for the assessments undertaken so far – however the assessment work is still in the early stages, and I will ensure that I keep you updated on progress.
