TIGA, Video Games and the Industrial Strategy

TIGA welcomed the Government’s Games Growth Package and Industrial Strategy, published on 23rd June 2025. The Games Growth Package includes £30 million for the sector and the Government has identified video games as one of a small number of ‘frontier industries with the greatest growth potential’.

The Government’s £30 million Games Growth Package will help studios to grow and to attract inward investment.  The Games Growth Package includes:

  • An expansion of the UK Games Fund, a measure that TIGA has campaigned for and promoted over many years. This will help more start-ups and small studios to grow.
  • More support for London Games Festival to attract investors and bolster the capital’s position as one of Europe’s principal games hubs.
  • A Games Council to advise the Government on how to grow the UK video games industry.

The Games Growth Package forms part of the Government’s Creative Industries Sector Plan, part of the Industrial Strategy which has now been published (see https://assets.publishing.service.gov.uk/media/685854d15225e4ed0bf3ceba/industrial_strategy_policy_paper.pdf).  The Government’s Industrial Strategy identifies 8 priority sectors: Advanced Manufacturing, Clean Energy Industries, Creative Industries, Defence, Digital and Technologies, Financial Services, Life Sciences, and Professional and Business Services. The IS-8 are on average 27.9% more productive than the UK national average.

The Sector Plan includes:

  • The establishment of a £150 million Creative Places Growth Fund to drive regional economic growth over 3 years.
  • £9 million for a refreshed creative careers service.
  • More investment for UK Research and Investment to reinforce creative clusters, including £25 million for the Creative Futures Programme to create 5 new CoStar R&D labs.
  • Increased support from the British Business Bank for creative businesses, including video games studios, to help them scale-up.

Additional measures in the Industrial Strategy include:

  • Policies to address high energy costs for energy intensive industries.
  • Promotion of free and fair trade.
  • Strengthening economic security, including by increasing defence expenditure.
  • Improving access to finance via Innovate UK, the British Business Bank, the National Wealth Fund and UK Export Finance.
  • Driving innovation via £86 billion of investment in R&D.
  • Encouraging adoption of new technology and support for Higher Education Innovation Funding.
  • Capitalising on the value of UK data.
  • Enhancing skills through support for FE colleges, using the Growth and Skills Levy for more short courses, and Global Talent, Innovator Founder and High Potential Individual visas.
  • Reducing planning barriers.
  • Maintaining a 25% rate of Corporation Tax, full expensing, R&D relief rates and the patent box.
  • Supporting growth in city regions via Industrial Strategy and AI Growth Zones.
  • Cutting the administrative costs of regulation to business by 25% by the end of this parliament. The Competition and Markets Authority will also be required to promote growth in the Government’s 8 priority sectors, and more generally.
